For Tampa Bay carriers adding their first truck for interstate work, the biggest Florida-specific question is IRP: do you need apportioned plates, and can Florida be your base state?

Does your truck need IRP?

Under FLHSMV's rules, a power unit used in interstate commerce needs apportioned registration if it is over 26,000 pounds gross vehicle weight, has three or more axles regardless of weight, or runs in a combination over 26,000 pounds. IRP fees are split across the states you drive in based on miles, but you pay them all to your base state.

Can Florida be your base state?

Only if you have an established place of business here. FLHSMV defines that as a physical structure in Florida that you own or lease, open for business and staffed during regular business hours by your own employees on a permanent basis. Independent contractors or a paid credentialing service don't count. The same base state then applies to your IFTA license.

Getting it done

FLHSMV accepts IRP requests by mail or online through its Interstate Carrier Filing System (ICFS). Its walk-in service center in Tallahassee also processes IRP forms and issues tags. Our Full setup ($249) includes IFTA and IRP account setup. You still pay the state fees.

The federal requirements still apply as well: a new-entrant safety audit within 12 months after you begin operations, and annual UCR.

How we help, and what it costs

Government and third-party fees (UCR, IRP, IFTA decals, the process agent fee) are paid by you and aren't part of our price. Full details are on the pricing page.
